A metro rail authority builds the governance discipline for a decade-long expansion programme
Delivery discipline built to outlast individual leaders and political cycles.

THE ENGAGEMENT
A problem worth solving — and a change worth making stick.
A multi-decade expansion programme spanned several phases, contractors and funding sources, each with its own reporting logic.
01
The challenge
No governance structure could give leadership a consistent view of progress, risk and decisions across phases — every review started by reconciling numbers rather than deciding.
02
What we did
We designed a programme governance model with common decision rights, a shared risk and milestone framework, and built the capability of the programme management office to run it independently of any one contractor or sponsor.
03
Outcome & impact
Leadership gained one consistent view of programme health across phases, escalation moved to the right level earlier, and the governance model was designed to survive changes in political and executive leadership. Metrics are withheld at the client’s request.
